TOTAL SSI SECTOR

SSI sector comprises small -scale industrial undertakings (SSIs) and small scale service and business (industry related) enterprises (SSSBEs). Registration of these units with the respective District Industries Centres (DICs) is on voluntary basis. Hence, it is possible, at any given point of time, that the sector will have registered as well as unregistered units. Therefore, it has become necessary to investigate into this in greater detail so as to have benchmark information on the structure of the TOTAL SSI SECTOR, which comprises the registered SSI sector and the unregistered SSI sector. The methodology in the Third Census was suitably designed to estimate the various parameters of the total SSI sector.

It is estimated that the Total SSI sector comprises 1,05,21,190 units, spreading over the length and breadth of the country. About 55 % of these units were located in rural India. Over 44 lakhs (42.26 %) in the total SSI sector were SSIs and the remaining 61 lakhs (57.74 %) were SSSBEs. The no. of ancillary units among SSIs was 2.98 %. The dominating presence of tiny units with original investment in plant & machinery up to Rs.25 lakhs has been a continuous feature in the SSI sector. In the Third Census, it was found that 99.5 % of the SSIs were tiny units.

In terms of State-wise spread, it is seen that Uttar Pradesh (16.23%), Andhra Pradesh (8.32%), Maharashtra (7.64%), Madhya Pradesh (7.54%) and Tamil Nadu (7.49%) were the top five States having a total share of 47.22% in terms of number of units. The State-wise distribution of the number of units in the Total SSI sector is given below.

NATURE OF ACTIVITY IN THE TOTAL SSI SECTOR |

About 44% of the units were in the Services Sector, followed by 40% units engaged in manufacturing and allied activities and 16% units in repairing and maintenance activities. Hence, Services sector emerged as the dominant component in the Total SSI Sector in the Third Census. The State-wise and sector-wise percentage distribution of units in the Total SSI Sector by nature of activity is given in the following table.

It was estimated that the total SSI sector comprises 44,45,868 SSIs (42.26%) and 60,75,322 SSSBEs (57.74%). The number of ancillary units among SSIs was estimated to be 1,32,313 (2.98%). The level of concentration of the three types of units over different States/ UTs is given in the following table.

Although registration is voluntary, the registered SSI sector was found to be the cream of the total SSI sector. In terms of size, it was only 13%, but in terms of investment, its share was 59% and it contributed to 72% of the total production of the SSI sector. The composition of the total SSI sector as Regd. and Unregd. Sectors in terms of various classificatory characteristics are given below.

The duration of operation of an enterprise within a span of 12 months reference period indicates the chance of continuity or sustainability of the enterprise. It was found in the Third Census that over 83 % of the units in the Total SSI Sector operated for 9 months or more. Details are given in the following table.

The definition of 'Small Scale Sector' has been changing over time. The changes occurred mainly in the upper ceiling limit prescribed for original value of plant & machinery. The details are given at Annex. In view of these changes, it has become necessary to generate a time series to know the number of units in the sector at different points of time, keeping in view the changes in the definition. Hence, the operating units found in the Third Census, if classified by year of initial production' would give a fair idea of the impact of the changes in the definition, as the 'year of initial production' is the year in which the enterprise entered the industrial arena. It was in the Third Census that over 74% of the units entered the industrial arena during or after 1991, the year in which economic reforms commenced. Details are given in the following table.

REGISTRATION UNDER FACTORIES ACT |

The registration in SSI sector is voluntary whereas the registration under the Factories Act is mandatory. The criteria in the former is either in terms of upper ceiling in original value of plant and machinery (for SSIs) or in terms of upper ceiling in value of fixed assets other than land and building (for SSSBEs). The criteria for registration under the Factories Act is in terms of lower ceiling in the number of workers engaged. Only manufacturing and repair/ maintenance enterprises are registered under the Factories Act, whereas registration under SSI sector includes, in addition to these two types, some types of Services as well. However, there is a possibility that some of the units in the Total SSI sector might have been registered under the Factories Act. In the Third Census, it was found that 1,04,953 units were registered under Section 2m (i) or 2m (ii) of Factories Act and 1,90,465 units were registered under Section 85 (i) or 85 (ii) of the Act. About 95.8% of the units in the Total SSI Sector were found to be of proprietary type of ownership. Entrepreneurs belonging to socially backward classes managed about 56% of the units. The number of women enterprises was 10,63,721 (10.11%). The number of enterprises actually managed by women was 9,95,141 (9.46%).

It was found that the SSI sector employed 2,49,32,763 persons during the reference period. The five States, viz., Uttar Pradesh (16.05%), West Bengal (8.7%), Andhra Pradesh (8.58%), Maharashtra (8.23%), Tamil Nadu (8.09%) put together had a share of 49.65% in the total employment. Women employees were of the order of 13.31%, whereas the socially backward classes had a share of 57.45% in total employment in the SSI Sector. In the States of Mizoram, Orissa, Karnataka, Goa, Lakshadweep, Kerala, Tamil Nadu and Pondicherry, the share of women employment was significantly higher (more than 20%). The number of children employed in the SSI sector was negligible (0.44%). The State-wise position of share of women, SCs, STs, OBCs and children in the employment is given in the following table.

The gross output in the total SSI Sector is estimated to be Rs.2,82,26,998 lakhs. This is gross underestimate, compared to the official estimates in vogue. The reason for the underestimation is that the entrepreneurs either did not report the production at all or had underreported the production. This happened in respect of several other parameters as well. This happened in spite of assurances that the Census data would be used only for statistical purposes. The official estimates are based on the growth rates obtained through the Index of Industrial Production and the data on value addition on organised and unorganised sectors maintained by the Ministry of Statistics & Programme Implementation. Information on value addition was not collected in Third Census. Hence, the change in official estimates on the basis of Third Census results is not called for.

The seven States of Maharashtra (14.53 %), Uttar Pradesh (9.72 %), Punjab (9.21 %), Haryana (7.08 %), Andhra Pradesh (6.47 %), Punjab (7.67 %) and Tamil Nadu (6.47 %) together had a share of 53.48 % in the total gross output in the SSI Sector.
