INTRODUCTION
     A package for the promotion of Micro and Small Enterprises, based on the Circular No.2(6)/2006-MSME Policy dated the 7th November,2006 has been approved by the Cabinet Committee for Economic Affairs(C.C.E.A.). The scheme to support to 5 selected Universities / colleges to run 1200 Entrepreneurship Clubs is one of the components of the promotional Package for Micro and Small Enterprise declared in Lok Sabha on 27th Feburary,2007 and in Rajya Sabha on 2nd March 2007

TITLE OF THE SCHEME:
     The scheme will be called “ Scheme to support 5 selected Universities / colleges to run 1200 Entrepreneurship Clubs”.

SCHEME IN BRIEF:
     The scheme is to support 5 universities to run Entrepreneurship Clubs ( one each from Northern, Western, Eastern, Southern and North East region ). Each university will have to run 240 clubs per year and each club may have a membership of 50 entrepreneurs. In a period of 5 years, 3 lakh entrepreneurs are to be benefited in all.

OBJECTIVES:
     The scheme has been devised to encourage entrepreneurs to run self-employment ventures of Micro or Small Enterprises. Moreover, this will be a very important scheme bringing the entrepreneurs, universities and MSME-Development Institutes (MSME-DI) together. In addition, this will create a base to entrepreneurs for coming together to solve their common problems a shift from Lobbying Mode to Facilitation Mode, giving hard intervention in the form of technology and soft intervention like arranging workshops, seminars, guidelines to obtain ISO certification, ISI Marks, participation in Trade Fairs, implementation of Quality Management Tools.

POSITION OF THE SCHEME:
      The scheme occupies Sl.No.7.4 in the Package which reads: “Scheme to support 5 sleeted Universities/Colleges to run 1200 Entrepreneurship clubs”.

OUTPUTS / DELIVERABLES:
     MSME-DIs & Universities or colleges will jointly select these 50 entrepreneurs per Entrepreneurship Club and 240 Entrepreneurship Clubs per university per year, 3 lakh entrepreneurs will be benefited in a period of 5 years.

OUTCOME OF THE SCHEME:
     The Clubs will be a forum for exchange of ideas on:

    These clubs will meet once a month and decide action to be taken for activities listed above. Any study needed for providing shift in policies by the Government in the state or center could also be taken up. Besides, participation of the members in the exhibitions in the country may also be funded by the Club

SELECTION OF MSME-DI & UNIVERSITY:
     A MSME-DI in each of the Regions – North, East, West, South and North East will be selected by DC(MSME) which in turn would identify a university for formation of Entrepreneurship Club in its area and entering into a Memorandum of Understanding (MoU) with the University. While consulting the university for establishing the clubs, MSME-DI will take into confidence the leading Associations in the area.

FORMATION OF CLUBS:
     There will be 50 entrepreneurs as Member of an Entrepreneurship Club and the President of each Club would be elected out of the 50 entrepreneurs and representative of MSME-DI as Convener with the representative of universities as Co-Convener. Two other members from the Club will be elected as Committee members of the Club and included in the Committee, which will be finally 5(five) members committee.

BUDGET PROVISION:

1.	Proposed Provision in XIth Plan.	Rs.12.50 crores.

STEPS FOR IMPLEMENTATION
     After the MoU is signed, Entrepreneurship clubs will be formed as per guide lines given at Serials (9) and (10) above. These clubs will meet once a month and decide actions to be taken for activities listed at Sl.No.7 above. Director, MSME –DI will be authorized to give money for the clubs but only in the name of the university for the approved activities. Director will give money in advance to the university, if convinced, that it is needed. Director will have the powers to distribute the money keeping the needs of each club in mind with in the overall allocation.(More money for more active clubs and less money for less active clubs).
