Adoption of Clean Technologies in Small Scale Industries

In pursuance to the National Programme on Energy Conservation Programme, MSME-DO launched this programme in Small Scale Industries in 1990-91. There are many energy incentive areas in Small Scale Sector, such foundry, forging, steel re-rolling mill, glass & ceramic, bakeries etc. The source of energy for them are coke/coal, petroleum products and electricity. The specific consumption of energy in Small Scale Sector is high. As such there is lot of scope of energy conservation in Small Scale Sector.

Objectives of the Scheme:

Create awareness & educating MSME units about benefits/advantages of new techniques/technologies for saving energy in different MSME clusters of industries.

Undertaking indepth studies of high energy consuming industry clusters in MSME and identify gaps and potential barriers for energy conservation, and promoting adoption of suitable techniques/technologies to achieve energy efficiency.

Promoting MSME units adopting Energy audits to improve energy efficiency and fuel substitution, and monitoring the implementation of recommendations.

Method/Mode of operation

Awareness and Motivational - cum - Educational Programmes on Energy Conservation are organised through the field institutions of MSME-DO with the help of outside experts. Training programmes are conducted for Engineers/Supervisors/Operators for clusters of Small Scale Industries using DG sets, Furnaces and Boilers using the Resource persons from Petroleum Conservation Research Association (PCRA) and National Productivity Council (NPC). About 220 programmes have conducted so far, benefitting more than 5000 MSME units across the country. Energy Audits are also being conducted in association with agencies like NPC and State Electricity Boards.

Waste Minimisation in Small Scale Industries

A project on Waste Minimisation in Small Scale Industries has been launched with the National Productivity Council as a nodal agency under the World Bank assisted industrial pollution prevention project. Under the capacity building activity of this Project, National Productivity Council has trained about 118 participants from 84 organisations. of this, 74 organisations have been selected which could act as facilitators for promoting the concept of waste minimisation and establishing and running Waste Minimisation Circles (WMCs). Of this, 24 facilitators have succeeded in establishing the 43 WMCs in different sectors. These circles are in various stages of functioning.

The method of granting consent under water and air pollution to MSME units has been simplified. Except for 17 critically polluting sectors given below, in all other cases MSME units will merely have to file an application and obtain an acknowledgement which will serve the purpose of consent:-
