The strategy of the new Industrial Policy is a sectorally focused and cluster based approach. This is expected to help the thrust sectors become nationally and in due course, globally competitive and facilitate growth of exports from Rajasthan.

A comprehensive Export Potential Survey of the State is being carried out by a professional agency. Based on its findings, a new Action Plan for export promotion would be implemented.

    12.1 Infrastructure for Exports:

    An Export Promotion Industrial (EPIP) measuring 365 acres has already been set up at Sitapura, Jaipur. Another EPIP, recently approved by the Government of India, will be development at Bhiwadi.

    In addition to the existing Inland Container Depots(ICDs) at Jaipur, Jodhpur, Kota and Udaipur, new ICDs will be set up at Bhilwara, Bhiwadi and Ganganagar.

    Efforts will be made to secure rail-linkage for the ICDs so as to ensure faster and cost-effective transportation.

    Advisory Committees have been set up by the State Government, with representation of ICD users and the concerned agencies to advise RSIC on various aspects of ICDs operations.

    A Computer Aided Carpet Design Centre and Wood-ware Service Centre will be set up at Jaipur and Jodhpur, respectively to service the requirements of export oriented carpet manufacturing and handicraft units.

    12.2 General Measures for Exports

    An international trading zone by the name of has been created by RSIC on the World Wide Web where buyers and sellers can converge on a single platform to complement their buying and selling needs. The concept involves authentication of the buyers and sellers who choose to become members on this platform. It is proposed that initially, the membership would be restricted to exporters from Rajasthan and would later be extended country-wide and world-wide on the basis of franchises and agencies. On line trading zone as a concept has been launched for the first time and envisages tie-up with private sector and international certification and rating agencies. It is also going to provide lot of concessions to the SSI sector through a tie up between RSIC and funding agencies like SIDBI. It is going to be a major breakthrough in providing a boost to exports from Rajasthan.

    In order to increase awareness regarding export opportunities and procedures, workshops, seminars and training programmes for exporters would continue to be organised.

    An International Exhibition Complex cum Convention Centre is proposed to be set up at Sitapura, Jaipur. This would be a joint venture project between RIICO and private sector. The State Government would consider a special package of concessions for the establishment of this prestigious complex. However, exemption from entertainment tax on the entertainment entries in the complex shall be exempted for a period of 15 years.

    The facility of the bonded ware houses would be encouraged in important industrial areas of the State.

    12.3 Incentives and Facilities For Exporting Units

    In Industrial Policy 1994, a number of incentives had been announced for 100% EOUs. These are being further liberalised and would be available to even those industries which are exporting 50% of their production.

    Public utility status under section 2(n) of the Industrial Disputes Act, 1947 would be granted to all such units.

    Exemption will be given from payment of sales tax on purchase of machinery for a period of five years to units set up up to 31st March, 2003.

    Rates of purchase tax on raw materials for exporting units would be rationalised.

13. Foreign Direct and NRI Investment

Foreign Direct and NRI Investment will continue to be welcome in high technology areas and infrastructure. The special measures envisaged to

facilitate Foreign Direct and NRI investments will include:-

15 Transport policies, rules and procedures regulating investments.

Priority in allotment of residential houses in new schemes to NRIs by Rajasthan Housing Board, Jaipur Development Authority and Urban Improvement Trusts, in case they set up industrial projects in the State.

Priority for land allotment in industrial areas.

The Bureau of Industrial Promotion will appoint for every FDI/NRI project, a Nodal Officer to ensure speedy approvals and provide escort service.
